This actually happened, sorta. I was helping my cousin catch Rayquaza, and Rayquaza used rest, and we were trying to weaken it to catch it, and Kyogre missed an attack while it was asleep.

WTF?

I've had the same exact thing happen to me DOZENS of times in the original Pokemon Red and Blue.

I almost never miss an attack in my Ruby. My Swellow and Grovyle must have high base accuracy.

There's no such thing as a base stat for accuracy.
